Calculating from the relative positions of various identifiable buildings in the 1880s photograph it seems that it must have been taken from here or hereabouts in the 2025 picture, near the northern edge of the reclamation (known as the railway station reclamation), where Quay Street East would later be formed. The date must be 1884 or later, as it was in that year that construction was completed of the Palmerston Buildings, the four storey building left of centre in the 1880s picture.
